ResponsibilitiesAs a Security Specialist (Training Specialist), GS-0080-09, you will review all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Responsible for proper security, classification, and storage of classified documents. Oversee the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Serve as the SF commander's key staff member responsible for the overall management of the unit-training program by overseeing the planning, organizing, directing, operating, and evaluating all unit training related items. Serve as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develop, administer, and oversee the management of the unit's training programs to supervisors. Direct the certification testing (CERTEST) program. Establish and maintain the MAJCOM CERTEST data for SF CDC testing program. Forecast and submit Deployment For Training requirements in coordination with SF commander to ANG NGB/A7. Conduct unit self-inspections and assessments. Plan, formulate, analyze, and coordinate budget submissions. Represent SF at wing training meetings. When needed or directed, performs and enforces the full range of security forces duties within the military installation. Perform other duties as assigned.

QualificationsAPPOINTMENT STATUS: EXCEPTEDThis is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.
AREA OF CONSIDERATION:
Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air)Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status.
INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level: Force Protection/Anti
- Terrorism, Information Protection Security, Physical Security, Security Forces, Security Training, Security Unit Deployment Manager and Special Security Office Security. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
SPECIALIZED EXPERIENCE: Applicant must demonstrate 24 months experience in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field. Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skilled in defining problem areas and in application of conventional training program management principles and concepts. Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements. Ability to communicate effectively and clearly both verbally and in writing. Knowledgeable and understands the National Guard and gaining command organizational structure, missions and responsibilities. Knowledgeable of Security Forces reports and analysis functions of information, industrial, and personnel security concepts, principles, and practices to participate in the planning and implementation of security training programs in these areas.
KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
- Knowledge of commonly used methods, procedures, regulations and other guides that relate to training programs within the United States AF, ANG and SF career field.
- Knowledge and skill in applying analytical and evaluative techniques to identification, consideration, and resolution in program related issues and problems.
- Skill in developing, analyzing and evaluating security training programs to meet mission requirements and improve the security-training program for the installation.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
