Compliance Implement benefit programs (e.g. health insurance, 401(k), life insurance, etc.) according to prescribed plan designdocuments Manage enrollments and determine employee eligibility Advise employees of their benefit options Handle all benefit inquiries and complaints to ensure a quick resolution Responsible for compliance related to all qualified benefit plans Gather and report all statistical and census data for actuaries, insurance carriers and management, as required. Maintain and ensure proper employment documents are on file to comply with all govt. agencies requirements. Coordinate all employee communications, as required by govt. agencies to comply with all applicable laws Payroll Supervision Ensure that all federal, state and local wage and hour laws are strictly followed Develop best practices to improve efficiency of payroll processes Oversee employee payroll accounting, transactions and reporting activities Ensure that payroll is processed timely and accurately Assist in payroll calculations, deductions, insurance coverage, wage garnishments, tax filings, etc. Ensure that employee payroll records are up to date and accurate Make sure that payroll is processed according to the terms of the union contracts Assist in audit operations and implement audit recommendations Audit compliance with all wage and hour labor laws (i.e.
OT rules, meal and rest period laws) Prevailing Wage Responsibility.
Supervision Familiar with AB219 labor code and Labor Compliance Program (LCP) requirements Able to communicate to Regional Labor Compliance Officers for any clarification Oversee the below daily prevailing wage procedure for all applicable companies Collect and file daily Certified Payroll Records (CPRs) Work with customer service and sales on various areas Process and maintain daily pour records in JD Edwards Adhere to company s union policy and county s prevailing wage determination Daily coordination with the payroll staff Facilitate prevailing wage closing before the end of the payroll, including but not limited to, resolving outstanding prevailing wage issues, correction in the system, and communication to concerned internal and external parties Ensure external on-time prevailing wage reporting, including Certified Payroll Record, to Department of Industrial Relations, other public agencies and customers Define and enforce guidelines to maintain, track, file and archive prevailing wage records, including any retroactive changes Perform year-end activities and incorporate new prevailing wage determination and newly negotiated union policy Spearhead any prevailing wage audit by an internal or an external audit team or agency Work with 3 rd party vendors, such as ADP, to enable online repository of prevailing wage data and information Any PW queries requested by internal management, customers or public agencies must be addressed in a timely manner Provide guidance on customer and 3rd party compliance contracts, ensuring exposure of company liability is known and risk minimized to acceptable company levels. Develop coordination and ongoing communication between Sales, Operations, PW staff and Management, to enhance the PW efficiency within the organization.
