- Propulsion Systems, is recruiting for a Subcontracts Manager who will primarily be responsible for leading a group of subcontract administrators responsible for tooling and build to print subcontracts that are essential components for use in rocket motors and rocket motor manufacturing.
Responsibilities
Manage day to day activities of Buyers
Oversee sourcing activities for responsible category including creating and executing a sourcing strategy
Develop and maintain key relationships with key suppliers to meet category objectives including evaluating and monitoring supplier quality, reliability, and delivery schedules
Identifies opportunities to reduce cost and improve efficiency of department
Oversee and report supplier status, issues affecting program execution and necessary corrective actions
Expected to be the primary point of contact for suppliers and internal stakeholders to escalate issues or concerns that require resolution to ensure supplier and program success
Responsible for team's compliance with purchasing system regulations per CPM, EPM, FAR/DFAR guidelines as well as company (and business) policies and procedures including import/export regulations
Work cohesively with leaders in other disciplines such as quality and engineering to manage supplier performance
Identify opportunities, organize, implement and manage VMI systems for indirect materials at all Propulsion Systems plant-sites.
Develop and train staff.
Qualifications
Basic Qualifications
Bachelor's degree or equivalent years of experience
10+ years' experience in supply chain
5+ years' experience organizing, implementing and managing VMI systems for indirect materials
Proficient working with MRP/ERP/ROP systems (preferably with Cost Point)
Prior experience leading a team, project, or process
Experience mentoring staff or co-workers
Ability to work in an integrated team environment and influence change as necessary
Capability to read technical drawings and documents
General understanding of indirect materials and spare parts used in support of solid rocket motor production
Strong skill set in assessing supplier capability
Ability to communicate technical, quality, legal and schedule to suppliers and internal customers
Strong interpersonal skills with an ability to communicate feedback in a manner that fosters collaboration, trust, and builds positive relationships
Knowledge of government contracting requirements and regulations FAR, DFARS, ITAR, etc.) Ability to travel up to 10% of the time
Preferred Qualifications
Skilled in writing and negotiating Long Term Agreements
Experience implementing and executing sourcing strategies to meet company objectives
Prior experience negotiating contracts
Proficient in negotiating Terms and Conditions
