Overview

The Evaluation Specialist III will lead and conduct organized analytical assessments and evaluations, with minimal supervision, to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. S/he will lead and perform studies, analyses (with an emphasis on quantitative analysis), and evaluations across a wide variety of domains and provide recommendations to client organizations to improve the organization’s mission performance and provide strategic advice on the development and execution of programs to implement solutions.

Responsibilities

  • Lead stakeholders through the process to define evaluation needs
  • Contribute to project/funding development activities, such as providing technical/topical expertise and writing proposals and grants
  • Create and manage basic and complex evaluation plans appropriate for process, outcome, or mixed evaluations
  • Lead and perform needs assessments, environmental scans (i.e., SWOT, PEST, PESTL, Stakeholder), and impact assessment, cost-benefit, or cost-effectiveness analysis
  • Design basic and detailed program Logic Models
  • Create data collection and analysis plans that incorporate quantitative and qualitative data and information
  • Oversee and develop data management systems, including computer programs to clean, mine, and store data and monitor data quality
  • Provide subject matter expertise and technical assistance for users reporting data into applicable databases
  • Develop and maintain databases by submitting system change requests, performing application testing, managing data collection forms, and identifying and correcting system defects
  • Design valid and reliable research and evaluation instruments and tools (i.e., surveys, questionnaires, pre/post-tests, feedback forms, etc.)
  • Lead and participate in the collection, analysis, and interpretation of quantitative and qualitative data; provide analytic support to junior team members, as needed
  • Provide leadership, management, and coordination of planning, capacity-building, data collection and analysis, performance measurement, evaluation, quality assurance, and accountability initiatives to reliably capture the impact and effectiveness of the organization or program
  • Lead the OMB/PRA process for data collection, as required
  • Responsible for the writing and editing of routine and ad-hoc research and evaluation reports to demonstrate progress, findings, and results, including identifying barriers and strengths that impact program success, for diverse stakeholders
  • Prepare and edit visual presentations of data and information for dissemination including, charts, graphs, tables, etc.
  • Conduct systematic and basic literature reviews
  • Contribute to publications and other dissemination products that share evaluation findings and results
  • Serve as the Team Lead for the research and evaluation team assigned to the project
  • Mentor junior level researchers and evaluators
  • Author white papers, concept papers, briefs, articles, and other publications for the dissemination of research and evaluation findings and results
  • Remain abreast of research and evaluation trends to ensure our approaches are up to date, valid, and reliable

Qualifications

  • Master’s required, PhD preferred in public health, social science, or related field
  • Over ten (10+) years of post-graduate experience
  • Experience with quantitative (i.e., R, SAS, STATA, SPSS) and qualitative (i.e., NVivo, Atlas.ti) analysis software
  • Experience with training and capacity building in monitoring and evaluation skills among project team, partners, and stakeholders
  • Experience leading teams
  • Experience working with CDC preferred
  • Proficient in Microsoft Office products
  • Experience with data analysis and visualization software including SPSS, SAS, STATA, R, ArcGIS, NVivo, MS Access, MS Excel, MS Publisher, MS Word, Tableau, etc.
  • Experience conducting process and outcome evaluations, including needs assessments and environmental scans, impact assessment, and cost-benefit analysis
  • Proficient using qualitative and quantitative data collection and analyses methodologies
  • Superior verbal and written communication skills to include appropriate stakeholder audience definition and messaging
  • Experience balancing multiple projects with strong attention to detail, organization, and efficient time management
