Director of Wholesale Market Development

Borrego is seeking a Director of Wholesale Market Development to join its growing team!
The focus of this position will primarily be to catalyze business development and improve policies in the utility-scale solar and energy storage space in both PJM and NYISO.

The Director of Wholesale Market Development will join a growing team of developers, engineers, and business development professionals focused on accelerating Borrego's growth in the utility-scale solar and storage space, motivated by our mission to accelerate the adoption of renewable energy.

About the Role

The role of the Director of Wholesale Market Development combines hands-on business development responsibilities with RTO engagement, market design and policy advocacy. This is a leadership role where this person will work collaboratively with our project development and policy teams to increase the value of our existing pipeline and generate new business opportunities in the PJM and NYISO footprints, primarily for utility-scale solar and energy storage, and on a more limited basis, distribution-scale solar and storage. We are looking for an entrepreneurial leader who has experience developing business opportunities and advocating for policy changes in PJM or NYISO, or similar experience in other RTO markets that this person can bring to bear to accelerate our growth in these regions. This candidate will be an active member of a multi-disciplinary development team, providing colleagues with both direct, project-level support as well as high-level strategic business guidance. And while the majority of this person's policy-focused work will focus on RTOs, this candidate may also engage in select state/retail-level dockets and related business development activities.

Location: The person may work from Borrego's Latham, NY office or remotely. Candidates should be located relatively close to the PJM or the NYISO meeting centers, with willingness to travel up to 20%.

Position responsibilities include, but are not limited to, the following:

  • Prepare business plans and work collaboratively across the organization to implement business development strategies that add meaningfully to Borrego's existing market-leading solar and storage businesses.
  • Directly support project developers within the PJM and NYISO footprints and participate in overall development efforts throughout the region. Contribute to RFP responses and related market analyses.
  • Identify and prioritize important RTO initiatives that have the potential to directly impact Borrego's development efforts. Advance company policy and business interests through stakeholder processes and federal regulatory proceedings. Includes submitting written filings, stakeholder meeting attendance, and other formal and informal communications.
  • Monitor a broad range of stakeholder meeting agendas, regulatory filings and business intelligence to identify new and evolving business opportunities and potential revenue streams, summarize and report relevant information to internal decision-makers.
  • Understand the key levers for renewable project finance and valuation, incorporate understanding into policy and business goals.
  • Build personal relationships with Borrego personnel in policy, business development, project finance, legal, transmission and origination functions.
  • Drive engagement and collaboration with external stakeholders including those with leadership positions in PJM, NYISO, regional trade organizations, etc. Form and lead coalitions of peer companies on issue-focused topics. Manage external counsel and consultants.

    While no one individual will possess them all, the successful candidate will bring many of the following experiences, skills, and attributes:

  • Significant (8+ years) experience in business development or policy focused on the electricity industry.
  • Advanced understanding of development challenges and strategies for de-risking utility-scale projects.
  • Familiarity with renewable project finance, discounted cash flow models, financial valuations of energy projects and related.
  • Demonstrated professional experience within organized wholesale electricity markets. Experience in NYISO and PJM is preferred, but applicants who have worked in ISO-NE, MISO, SPP, ERCOT, CAISO or at FERC are encouraged to apply.
  • Passion for accelerating the adoption of renewable energy.
  • Independent, self-driven, and innovative individual with clear focus on results and clear abilities to adapt to changing environments and navigate complex issues. Self-motivated and able to function effectively with minimal supervision. Able to multi-task and effectively manage multiple assignments occasionally under time constraints.
  • Exceptional verbal and written communication skills with the ability to clearly communicate complex issues in preparing briefs and other documents.
  • Excellent interpersonal skills with the ability to build relationships with internal and external stakeholders.
  • Flexible and adaptable in support of a growing organization.
  • College degree in related field, advanced degree preferred.
